(C-SAFE) Comprehensive Strategic and Focused Enforcement is an initiative supported by the Governor’s Office of Crime Control and Prevention in partnership with the Mayor's Office of Criminal Justice, the Department of Juvenile Services, the Baltimore City Office of the State's Attorney, the Baltimore Police Department as well as the Division of Parole and Probation.

C-SAFE seeks to reduce violent crime and strengthen communities.

Greater Homewood Community Corporation has facilitated the CSAFE Program since 2006 in Pen Lucy and Waverly. Some clients who are supervised by the Department of Juvenile Services or the Division of Parole and Probation regularly report to their respective agents at a comunity site. The agents conduct home visits along with a local police officer to ensure that the clients are held accountable. The clients are linked to services, such as job training, GED Classes, community service opportunities and employment in order to facilitate their successful re-entry into the community. 

Regular meetings are held with the partners and the community to address illegal dumping, drug activity, vacant/substandard housing, irresponsible businesses, lighting and traffic issues. The program provides support for community events to engage residents in clean-ups, greening projects, public safety workshops, youth activities and senior events. Annual events have included an anti-crime walk, National Night out, a community parade as well as Mayors' Fall and Spring Cleanups.
